                                  Static Mechanical Engineer

The Static Mechanical Engineer is responsible for providing high-level technical expertise, design validation, asset integrity management, and engineering support for all static (stationary) equipment and piping systems within the manufacturing facility. This role focuses on maximizing plant reliability, leading execution strategies during major turnarounds, ensuring structural
compliance with international design codes, and mitigating risk across high-pressure, corrosive process loops.

Key Responsibilities
Engineering Design &amp; Modification
Review and approve design calculations, data sheets, drawings, and technical specifications for modifications or new procurement of pressure vessels, heat exchangers, and tanks.
Generate and review Piping &amp; Instrumentation Diagrams (P&amp;IDs), Piping Material Specifications (PMS), and Material Take-Offs (MTOs) to meet international standards (e.g., ASME, ANSI, API). Develop and review plot plans, equipment layouts and 3D models. Route critical process, utility, and offsite pipelines.
Stress Analysis: Perform piping flexibility and stress analysis to ensure systems can withstand high pressures, extreme temperatures, and vibrations.
 Execute plant modifications via the formal Management of Change (MOC) protocol, ensuring no compromise to process safety or plant design basis.
Prepare and approve technical deliverables for replacement projects, including scope of work, technical bid evaluations (TBE), and vendor drawing reviews.
Turnaround &amp; Maintenance Support
Define the technical scope for critical static equipment during scheduled plant shutdowns, turnarounds, and outages.
Develop inspection and repair procedures for specialized high-pressure equipment, including shell-and-tube heat exchangers, reformer tubes, and atmospheric storage tanks.
Supervise critical repair activities on-site, ensuring field welding, post-weld heat treatment (PWHT), and non-destructive testing (NDT) comply with structural codes.
Asset Integrity &amp; Plant Reliability Support
Support Fitness-for-Service (FFS) evaluations and remaining-life assessments for older or degraded stationary equipment
Support root cause analysis (RCA) on mechanical static equipment failures, structural leaks, and chronic piping vibrating issues to implement definitive corrective actions.&lt;br /&gt;&lt;br /&gt;
Bachelor’s degree in mechanical engineering from a recognized, accredited university
Minimum 5 years of post-graduate experience in mechanical engineering within a heavy continuous-process chemical plant, petrochemical facility, or refinery environment.
Experience in the fertilizer industry (specifically Ammonia, Urea, or Nitrates manufacturing units) is strongly preferred.
Proven track record of managing massive capital equipment replacement projects and participating in large-scale plant turnarounds.
Language: Must possess excellent fluent English communication skills (both written and verbal) to draft technical engineering reports, lead meetings, and coordinate with international vendors
Technical Software &amp; Industrial Codes
Software Competency: Advanced proficiency in PV Elite (pressure vessel design), CAESAR II (piping stress analysis) and NozzlePRO.
 Codes &amp; Standards: Comprehensive working command of ASME Section VIII Div 1 &amp; 2 (Pressure Vessels), ASME B31.3 (Process Piping), API 650/620 (Storage Tanks), and TEMA Standards (Heat Exchangers).

JOB PURPOSE
Following FID and Contract Award, the SURF Umbilical Project Engineer is responsible for the safe and timely delivery of the umbilical work scope in compliance with project technical requirements, contractual obligations, quality standards, and approved schedule. The job holder ensures the coordination of engineering, qualification, procurement, manufacturing, fabrication, installation, and pre-commissioning activities, while maintaining technical assurance, effective interface management, and appropriate oversight of contractor performance, quality, and technical risks, in order to deliver a fit-for-purpose umbilical system and support successful project execution.
ACTIVITIES
1. Pre-Award Technical and Contract Support
Lead and coordinate technical clarifications and support contractual negotiations with tenderers, with input from corporate specialists, to support timely placement of the purchase order and compliance with local approval requirements.
Monitor and manage all tenderers’ technical queries, qualifications, and COMPANY responses to ensure complete and timely closure.
Ensure the technical design dossier and contract scope of work are fully understood, technically robust, and executable by the selected bidder.
Ensure agreed interface requirements related to the umbilical scope are identified and properly addressed during the tendering and award process.
Support reporting, technical meetings, bidder interactions, and follow-up of technical actions, including close-out of key review items where applicable.
Coordinate fabrication site visits and audits as required and prepare the technical evaluation report for the recommended bidder with appropriate justification for internal and local authority review.
2. Post-Award Umbilical Delivery and Technical Assurance
Ensure the umbilical Work scope is delivered in compliance with project technical requirements, contractual obligations, quality standards, and approved schedule.
Monitor and manage engineering development, including technical changes, deviations, and derogations, to maintain compliance and fitness for purpose.
Review engineering, qualification, and procurement documentation and ensure the required level of priority and technical attention is applied throughout execution.
Ensure engineering, qualification, and procurement activities are performed in line with contract requirements, project specifications, and company standards within the project schedule.
Ensure engineering maturity is sufficient before qualification, procurement, manufacturing, and fabrication activities commence, and that design outcomes are carried through into installation and pre-commissioning.
Support manufacturing, fabrication, installation, and pre-commissioning activities and lead resolution of technical issues when required.&lt;br /&gt;&lt;br /&gt;
3. Interface and Contractor Coordination

Evaluate and coordinate responses to contractor technical queries and correspondence in a timely and consistent manner.
Coordinate and consolidate technical feedback from the project team, corporate specialists, and relevant stakeholders to support decision-making and execution.
Ensure interface requirements are identified, tracked, and resolved in coordination with the Package Interface Engineer and other interfacing parties.
Provide day-to-day liaison and coordination across the package technical team throughout all execution phases.
4. Quality, Fabrication, and Execution Support
Coordinate with the QA/QC team to ensure appropriate supervision of umbilical fabrication activities at the contractor’s fabrication site.
Identify schedule-critical and quality-critical activities and ensure adequate QA/QC coverage is in place for critical equipment and milestones.
Ensure inspection and test plans for critical manufacturing and fabrication activities are reviewed in a timely manner and receive the appropriate level of attention from all relevant parties. 
5. Change, Commercial, and Compliance Support
Consolidate, assess, and document technical, schedule, and commercial changes in accordance with company change management processes, and advise the Package Manager on related impacts.
Provide contractual and commercial support to the Package Manager, including review of contractor positions, estimates, SMRs, variations, and claims documentation.
Monitor compliance with Nigerian Content requirements applicable to the SURF package, including reporting obligations, stakeholder coordination, and consolidation of performance data.

Project Controls, Documentation &amp; Reporting Ensure proper implementation of project control standards, including cost, schedule, and change control reporting. Planning &amp; Scheduling Control Develop, maintain, and control the package execution schedule, monitor progress against the baseline, identify critical paths and deviations, and support the Package Manager with mitigation measures and recovery actions where required.
Cost Control &amp; Budget Management In close coordination with Finance/Cost Control, supervise cost monitoring, commitment tracking, forecasting,

Change &amp; Variation Management Consolidate, assess, and document all technical, schedule, and commercial changes, ensuring compliance with TotalEnergies change management processes. Advise the Package Manager on the cost and schedule implications of changes and support negotiations where required.

Mission principale

JOB PURPOSE
Following Contract award and FID, the Project Control Lead &amp; Contract Engineer supports the Onshore Package Manager in the delivery of the EPCC contract from award to operations, with primary accountability for contract administration, cost control, schedule control, change management, and risk management.
The role ensures rigorous compliance with contractual terms, proactive identification and management of variations and claims, and accurate cost and schedule reporting, with the objective of delivering the Project within the approved budget and schedule, contributing to a safe execution with no major H3SE incidents, and supporting start-up and operations no later than Q4 2028
ACTIVITIES
Contract Administration &amp; Governance Coordinate and supervise the administration of the EPCC contract(s) for the IMA Onshore Packages (BNAG and Onshore Pipeline) package in full compliance with TotalEnergies procedures, including contract implementation, correspondence management, variation control, claims assessment, and contract close-out.
Project Controls, Documentation &amp; Reporting Ensure proper implementation of project control standards, including cost, schedule, and change control reporting. Coordinate with the DCC function to ensure accurate documentation management and preparation of execution, monthly, and management reports with appropriate quality and consistency.
Planning &amp; Scheduling Control Develop, maintain, and control the package execution schedule, monitor progress against the baseline, identify critical paths and deviations, and support the Package Manager with mitigation measures and recovery actions where required.
Cost Control &amp; Budget Management In close coordination with Finance/Cost Control, supervise cost monitoring, commitment tracking, forecasting,
and budget performance for the WHP package. Ensure early identification and proper justification of cost deviations and change impacts.
Change &amp; Variation Management Consolidate, assess, and document all technical, schedule, and commercial changes, ensuring compliance with TotalEnergies change management processes. Advise the Package Manager on the cost and schedule implications of changes and support negotiations where required.
Contractual &amp; Commercial Support Provide contractual and commercial advice to the Package Manager, including assessment of Contractor positions, review of estimates, and support for SMRs, variations, and claims resolution, ensuring robust justification and documentation.
Monitor and control project performance including:
a. Cost =&gt; at any time be able to provide EFC
b. Planning =&gt; at any time have an updated P50 planning and a good understanding of P10 and P90
c. identifies any deviation in cost and schedule and make proposals/implement to corrective actions.

The production fluid to be transported through an 18”x 15km subsea and 18” x 7km onshore pipeline system to the onshore dehydration system at the NEPL/WAGL – owned Bonny NAG plant that is situated within the Renaissance-operated Bonny Oil and Gas Terminal. Treated gas to be exported to Nigeria LNG.

Job Purpose
Execute and support inspection activities during EPC and Startup phase until handover to permanent Asset to ensure a safe, efficient and reliable operation of the new facilities by early defect detections in accordance with established policies, procedures, instructions and targets.
Key Job Accountabilities
1. Carries out external visual examinations complemented with NDT examination as required on Company equipment such as vessels, boilers, heat exchangers, pressure safety devices, piping, lifting equipment according to Company established policies and procedures and issues inspection reports.
2. Performs preliminary integrity assessment of static equipment and piping according to Company established policies and procedures, interprets findings and issues inspection reports using Meridium or similar software.
3. Inspects maintenance and capital project works being carried out in the field, to ensure that established maintenance practices and procedures are followed for welding, painting, fabrication and installation as per policy and in compliance with relevant applicable international codes and standard.
4. Carries out or supervises NDT tests on mechanical equipment and piping according to the instructions from Supervisor or Corrosion Engineer. Tests include dye penetrant examination, magnetic particle, ultrasonic, hardness tests, eddy current, IRIS, thermography, PMI, Metallography, boroscopy and use of special equipment to determine DFT of paint and ferrometer for stainless steel welding tests and other tests and inspections as required. Follows all required safety procedures while carrying out the work.
5. Initiates inspection recommendation using Meridium and/or via appropriate notification and tracks progress to completion to ensure mitigation of potential risks.
6. Maintains company inspection instruments, tools, and equipment in good and operational condition. Coordinates for planning and procuring of additional instruments as required.
7. Undertakes additional specific inspection related duties as directed by Inspection Engineer/Senior Inspection Engineer to fulfil annual targets and special tasks.
8. Ensures proper maintenance of inspection reports and records. Maintains various records in the computerized systems, updating inspection test results and other data as required. Implements inspection recommendation by notifications raised through SAP and then tracking the progress until completion of work.
9. Coordinates and supervises contractor resources team when required to ensure service compliance with company requirements as well as quality of service provided.&lt;br /&gt;&lt;br /&gt;
Higher National Diploma (HND) in Engineering
Minimum of 8 years’ experience in in-service inspection

Job Purpose

To interpret the suitability of products and processes against the designated specification requirements at scheduled and ad-hoc intervals. The role is primarily responsible to report using advance NDT techniques, accurate defect detection, characterization, and supporting a safe and reliable project execution.

Key Job Accountabilities
Engage with external Contractors to perform PAUT/TOFD and advance NDT techniques and perform defect sizing, characterisation.
Review and technically assess contractor-issued NDT reports, interpretation records, images, and supporting inspection data to confirm adequacy, traceability, and compliance prior to acceptance.
Review and verify NDT procedures, technique sheets, personnel certifications, calibration records, equipment validity, and qualification records prior to commencement of inspection activities.
Ensure full traceability between weld maps, line/component identification, NDT reports, repair history, final inspection status, and supporting quality records.
Interpret advance NDT data and evaluate indications against the applicable acceptance criteria (ASME, API, Project specs.) and prepare and accurate inspection reports with supporting data/images.
Engaging contractors and applicable third-party organisations with a professional approach and maintain a good working level relationship
Review contractors documented quality deliverables in accordance with the requirements and expectations of COMPANY and provide clear, concise output to the applicable quality focal point.
Evaluate the suitability of products and processes at key stages against the prescribed specification requirements and is effectively implemented.
Ensure NDE traceability of inspected welds and components.
Continuously monitor the quality of works in progress at site and at the EPC Contractor fabrication workshop against the applicable NDT Procedure and COMPANY technical specification.
Verify NDT calibration blocks, reference standards, and equipment validity.
Ensure that the latest revision of project quality documentation is available, and that records of product and process conformance are maintained in accordance with the document and record control requirements.
Prepare a daily report summarising the salient inspection points and quality concerns and coordinate directly with the assigned quality focal point regarding any significant issues identified.
Manage and participate in site quality verification activities (i.e. Quality Walkabout and Procurement Surveillance) and document results using the applicable inspection report template.
Record and facilitate the follow-up of product related non-conformance results.&lt;br /&gt;&lt;br /&gt;
Qualifications
Bachelor of Engineering - Mechanical / Metallurgy or Equivalent
NDT certificate in ASNT/PCN Level III for methods in UT, RT, PAUT and TOFD, as minimum.
NDT certificate in ASNT/PCN Level II for methods MT and PT, as minimum
CSWIP 3.1 certification and NDT Certificate in ECT, preferred
Minimum 10 years of working experience as NDE personnel for Oil &amp; Gas projects, preferably in LNG (greenfield, brownfield, shutdowns, and live plant environments).
• Demonstrated minimum 4-6 years of hands-on experience in advance NDT (PAUT/TOFD) post certification and NDT data interpretation, procedure review, scan plan assessment, and technical validation of contractor inspection outputs.
• Practical experience in interpretation and acceptance evaluation of weld inspection results against ASME Section V, ASME B31.3, ASME VIII, API 1104, API 5L, project specifications, and approved inspection procedures.
• Demonstrated understanding of welding processes, weld joint configurations, weld repair scenarios, heat affected zone considerations, common fabrication and service-induced discontinuities, and the impact of welding variables on NDT technique selection and interpretation.
